York County, S.C. - It's been about a year since York County passed a law making it tougher for pet owners to keep their dogs chained up outside with no food or shelter. But our cameras captured dog after dog, including one where you can see his ribs, on heavy chains. We showed the video to York County Council Chairman Buddy Motz who says, "That looked like it was a very heavy chain and again, our ordinance calls for a chain or leash or tether not to be more than 10 percent of the weight of the dog." One neighbor, who lives next to a home where 39 pit bulls are reportedly kept, told us no one needs that many dogs. At another York County home, you can see the plastic barrels where pits are kept. And another neighbor, and reported owner of seven pits, was charged with assault and battery today after attacking our news photographer. We discovered that 27-year-old Eric Martin has a record that includes a criminal domestic violence charge. When we broadcast this story, he was being held at the York County jail with no bond because of an outstanding warrant from another law agency. "He doesn't project a good image at all for York Co. or any county," says Motz. He says, "I would not approve of the barrel. I wouldn't approve of keeping the dogs tied up on a chain like that and I wouldn't approve of having a dog that looks malnourished.” Motz says passing an ordinance like the one Durham just enacted - that outlaws tethering, includes financial penalties for animals that aren't spayed or neutered, and requires mandatory space for each animal - is far off for York County because of its history of being a rural area. But he does says his county ordinance could be stronger. "This is just something so obviously wrong there that it really needs to be addressed,” says Motz. Motz says he'll contact animal control and the county manager to see if any of the dogs we showed him should be removed from their homes. We'll bring you the latest as it develops.
