MONROE, NC - The City of Monroe apprehended Lonnie Cecil Buchanan Jr. in Chesterfield County, SC, for the abduction of four-month-old Jalleel Howard Wednesday (July 28, 2010) at 3 a.m., after the suspect turned himself in to Monroe Police Officers.
Monroe Police were aided in the investigation by the FBI, SBI, Chesterfield County Sheriff’s Office, Lancaster County Sheriff’s Office, Union County Sheriff’s Office, SLED and the Union County District Attorney’s Office.
Also charged was Beulah Marie Steen, 23, of Monroe. Both Steen and Buchanan face second degree kidnapping charges, with Steen also faces an assault charge. Buchanan is being held in the Union County Jail under a $250,000 bond. Steen is being held on a $50,000 bond and both have initial court date of Sept. 2
Monroe Police initiated a nationwide Amber Alert Tuesday morning after receiving a report that Buchanan had abducted four-month-old Jalleel Howard from a parking lot on Franklin Street in Monroe.

“I would like to thank all the law enforcement agencies who worked tirelessly to ensure the safe return of an innocent child. But for the efforts of law enforcement this incident could have had a very sad ending. I also want to thank the National Center for Missing and Exploited Children for promptly issuing an Amber alert. The long arm of the law was able to extend into South Carolina where the suspect was apprehended.”
